What are Reasonable Measures? Reasonable Measures are principles or actions that the County believes will get us on track towards fulfilling the Countywide Planning Polices created from governing jurisdictions in Kitsap County. The Growth Management Act (GMA) also requires reasonable measures when the Buildable Lands Report (BLR) shows inconsistency between what was planned and what has actually occurred. The County must adopt and implement "measures that are reasonably likely to increase consistency during the subsequent five-year period." Reasonable measures are typically code provisions or comprehensive plan policies that encourage growth in urban areas while helping to protect rural and resource areas.
